Turkey carried out a record number of business reforms in the past year, earning the country a spot in this year's top 10 global improvers, read the World Bank Group's Doing Business 2019: Training for Reforms report on October 31.
China and India - two economies with the largest populations - are among top 10 improvers this year.
"The improvement is the result of a combination of measures taken by the government in the last four years", Commerce and Industry Minister Suresh Prabhu said. "The most dramatic improvements have been registered in the indicators related to "construction permits" and "trading across borders".
Addressing the media on the back of India's rise in Ease of Doing Business, Finance Minister Arun Jaitley lauded Department of Industrial Policy and Promotion (DIPP) for cracking the code by which countries are ranked. But in recent years, particularly since Modi was elected in 2014, the government has enticed foreign companies including Apple and Ikea to open factories and stores after years of delays. "Under its National Trade Facilitation Action Plan 2017-2020, India implemented several initiatives that improved the efficiency of cross-border trade, reducing border and documentary compliance time". On area where the changing nature of work is causing difficulty in Belgium's ease in doing business ranking is Belgium's Labor Act of 1971 which enacted laws which limit employing personnel on Sunday and for firms to operate on Sunday.
"As we go on, we will continue to improve more". Pakistan took up the 136th spot.
According to the World Bank, Zimbabwe made dealing with construction permits faster by adopting a one-stop shop for building plan approvals.
In Malaysia, special task force Pemudah initiates and drives regulatory reforms and improvements within the Doing Business indicator areas in Malaysia.
However, compared to a year ago, India saw its ranking dip on various other parameters, such as "registering property", "protecting minority investors", "paying taxes" and "resolving insolvency". Last year, Israel was ranked 130th (and nearly last) for registering property, 99th for paying taxes, and 92nd for enforcing contracts. For example, getting an electricity connection now takes 185 days as compared to 215, previously. But it fell short in registering property (53), resolving insolvency (44), getting credit (32) and enforcing contracts (30). India made Paying Taxes easier by merging diverse sales taxes into a single General Sales Tax (GST).
- This year's top 10 improvers, based on reforms undertaken, are Afghanistan, Djibouti, China, Azerbaijan, India, Togo, Kenya, Côte d'Ivoire, Turkey and Rwanda.
The report measures progress of economic reforms in only two cities including Delhi and Mumbai.
