The Supreme Court bench was headed by Chief Justice of India Dipak Misra and other two judges - Justice AM Khanwilkar and Justice DY Chandrachud.
On the plea that the judicial officers have to be cross-examined, as there are inherent contradictions in their statements, the bench said when there is very little proof that they are conspirators in a murder, the court must stand by the statements of the judicial officers.
Quoting from the apex court order, he said the verdict answered all the questions raised by the Congress and the petitioners, whom he accused of acting as a "front" of, or being in close cooperation with, the main Opposition party.
The apex court has referred to the other issues raised by the petitioners, including the transfer of Loya's predecessor J.T. Utpat, back to the Bombay High Court.
He said the Congress reiterates its demand for an independent and fair probe into Loya's death as the issue of criminality or lack of it can only be decided through an investigation.
The petitions did not believe that Loya died of heart attack.
Joint Police Commissioner of Nagpur Shivaji Bodkhe said the "petitions were wrong as they were unaware of the truth".
Loya's death had come under spotlight in November, 2017 after his sister came out in public, raising suspicion about the circumstances surrounding it and its link to the Sohrabuddin case. "The verdict gives a clear message that the judiciary can not be misled by allegations based on political vendetta", he said.
In this background, the BJP's attempt to make false capital out of the Supreme Court judgement must be condemned with strongest possible words, he added.
The apex court's decision labelled these petitions as "scandalous" and "an attack on the image of the Judiciary". "I urge Rahul Gandhi not to fight political battles through the corridors of the courts", Prasad said.
