Asked whether the president was concerned about the allegations against Porter, Sanders said she had not spoken with the president about that and declined to comment further.
But the rigorous system that Kelly enacted when he entered his job - which was partly enforced by Porter - has vexed both staffers and the President himself, who was accustomed to a free-wheeling system of access.
Maloney, who served as Clinton's deputy staff secretary, argued that having Porter serve as staff secretary without a national security clearance is "outrageous" and subjected him to potential blackmail.
Ms Willoughby, a motivational speaker, told the DailyMail.com she was married to Mr Porter from 2009-13.
"The allegations against Rob Porter are serious and deeply troubling", the spokesman acknowledged. Porter would seldom leave a physical mark on her body, Holderness said, except the one time when he punched her so hard in the face during a vacation in Florence in 2005 that it left her with a black eye.
According to an emergency protective order she filed in June 2010 against him in an Arlington, Virginia, court, Willoughby accused Porter of growing angry when she said he had violated a private separation agreement.
Some media outlets are even calling into question what top White House officials already knew about the accusations against Porter.
"You've got to take allegations seriously". She never mentions Porter by name.
"When he heard me on the phone with the police", Ms. Willoughby wrote in the complaint, "he apologized and begged me not to involve them".
Both of Porter's ex-wives confirmed that they have spoken to the Federal Bureau of Investigation about his physical and verbal abuse. She also subsequently shared with the Federal Bureau of Investigation photos from that incident.
"He is a friend, a confidant and a trusted professional", Kelly said.
Porter, a Harvard law school graduate and former Rhodes scholar whose position required a security clearance and close contact with the president, had not yet been approved for a security clearance because the required background check was still ongoing, White House spokesman Raj Shah said. Orrin G. Hatch, a Republican from Utah.
"I was shocked by the new allegations released today against Rob Porter", said Kelly in a statement after the second Daily Mail report with new allegations against Porter broke. "There is no place for domestic violence in our society".
He added: "My commitment to public service speaks for itself".
"I'm shocked that someone with that kind of background could have held this position for over a year", Maloney said in a statement.
"... His explanation for his anger was that his first marriage had been very toxic, rooted in arguments, accusations and manipulation and he was carrying over from that relationship", she told the Mail Online.
"Consistent with the practice of past administrations, issues related to an individual's suitability are reviewed through a thorough and lengthy background check process", she said in a statement.
